To prepare the gravy: In a small bowl, dissolve the cornstarch in water and set aside.
In a large saucepan, melt butter over medium heat. Add flour and cook, whisking regularly, until the mixture turns golden brown.
Add the beef and chicken stocks to saucepan and bring up to medium-high to a boil, whisking frequently. Stir in half the cornstarch mixture and simmer for a minute or so. If you want it thicker, add more mixture.
Add the Worcestershire, onion powder and garlic powder and season generously with pepper. Add salt to taste if needed.
Cook your fries according to package instructions and method. Season with salt as soon as they are done.
To assemble the Poutine: add your fries to a wide bowl or plate, add the cheese curds and top with a few ladles of gravy. Enjoy immediately.
