Bring a large pot of salted water to a boil. Add fettuccine and cook according to the package instructions until al dente. Drain and set aside.
In a large skillet, heat 1 Tbsp (15 mL) oil over medium heat. Add garlic and chilies and saute about 2 minutes until softened.
Add mushrooms and soy sauce to the skillet and saute for about 8 minutes or until golden brown; Set aside.
Heat 2 Tbsp (30 mL) oil in skillet over medium-low heat. Add flour and whisk until smooth about 2-3 minutes. Slowly pour in oat milk while whisking. Allow to simmer for 1-2 minutes, stirring constantly.
Add salt and mushrooms to sauce. Stir to combine.
Remove sauce from the heat and add pasta; toss until well coated.
Add Parmesan cheese, toss and serve.
