Combine butter, brown sugar and flour in a bowl until crumbly. Press mixture into an ungreased 9×9 (22 x 22cm) pan. Bake in 350°F (175°C) for about 15 minutes or until browned.
Top Layer
In a bowl, mix eggs and brown sugar. Add flour, baking powder, salt, butter, vanilla, raisins and walnuts to mixture. Stir to combine. Spread mixture over crust. Bake in 350°F (175°C) for about 20 minutes or until light brown. Remove from oven and allow to cool. Cut into squares.
